The path to Citizenship in Montenegro
Montenegro offers several government programs that allow foreign investors to obtain citizenship through investment. The most popular program is the Montenegro Citizenship by Investment Program, which was launched in 2019. Under this program, foreign investors can obtain Montenegrin citizenship by making a minimum investment of €250,000 in approved real estate projects in the country's underdeveloped northern region. Investors must also pay a non-refundable fee of €100,000 to the Montenegrin government.
Another program that allows investors to obtain Montenegrin citizenship is the Montenegro Economic Citizenship Program. Under this program, foreign investors can obtain citizenship by making a minimum investment of €450,000 in an approved development project in the country. Investors must also pay a non-refundable fee of €100,000 to the government.
The third program that allows foreign investors to obtain Montenegrin citizenship is the Montenegro Special Investment Program. This program is designed for investors who are looking to make a significant investment in the country's economy. To qualify for this program, investors must make a minimum investment of €500,000 in an approved project in the country. Investors must also pay a non-refundable fee of €100,000 to the government.
Montenegro CBI Program Application Requirements
Conditions that must be satisfied for the application and thereafter are as follows:
General Requirements
Investors must both make a donation and an investment in real estate.
Government Donation
€100,000 non-refundable contribution to the state budget and another €100,000 donation to fund regional development.
Real Estate Investment maintained for at least 5 years
€450,000 investment in development projects in Podgorica or coastal regions
OR
€250,000 investment in development projects in northern or central Montenegro, excluding Podgorica.
Processing Fees
€15,000 for the primary applicant.
€10,000 for each dependent up to four additional dependents.
€50,000 for each dependent after the fourth.
Tax Benefits
For individuals, Montenegro has a flat personal income tax rate of 9%, which is one of the lowest in Europe. In addition, residents of Montenegro are not required to pay taxes on income earned outside of the country, making it an attractive location for those seeking to work remotely or for expatriates.
For corporations, Montenegro also offers one of the lowest rates in the region - a corporate income tax rate of 9%. In addition, the country has implemented a number of tax incentives to encourage foreign investment, including a 0% corporate tax rate for companies engaged in tourism, agricultural production, and IT services.
